Was Wescoe supposed to be a parking garage?

No. It is just a rumor that Wescoe was supposed to be a parking garage. Instead it was supposed to be a 25 story sky scraper. The original design proposal included 190 parking spots, but when they finalized the plans and the building was being built it did not have a parking garage included.
